The Protector of Citizens requested from the Ministry of Education, Science and Technological Development to take part in controlling the activities of the organizers of all competitions for primary and secondary school students in order to enable all participants to compete under equal conditions.
The Protector of Citizens initiated a control of the Ministry’s work regularity and legality following complaints about the actions of the organizers of the state competition in Mathematics held in April 2021 and complaints about subsequent changes in rules by the organizers of the municipal chess competition at Ljupče Nikolić Elementary School in Aleksinac.
In the Opinion for eliminating the shortcomings, the Protector of Citizens requested that the relevant Ministry ensure that the organizers of the competition fully respect the prescribed conditions for organization and the rules of competitions, as well as that they should be equally treated in all cases and at all levels of the competition.
The Protector of Citizens also states that all competitions organized in cooperation with the relevant Ministry, regardless of the fact that these rules are determined by the direct organizers, which are usually citizens' associations, must be subject to control or approval by the relevant ministry, in order to prevent any arbitrariness in conducting the competitions.
The Protector of Citizens believes that the Ministry of Education, Science and Technological Development, in accordance with the law, has a role in ensuring respect for the legally prescribed principles of education, especially the principle of equality, and, by extension, the obligation to prevent unequal treatment of a child student who is a contestant.
